IEC 61010-2-091:2019 Cabinet X-Ray Systems

Keeping the beam contained and hazardous access controlled
An X-ray inspection cabinet has two jobs: produce a useful image and keep the inspection process safe for people nearby. IEC 61010-2-091:2019 addresses the particular safety requirements for cabinet X-ray systems, covering generator voltages up to 500 kV. This is the X-ray generator voltage, not the mains supply rating. The particular requirements are used alongside IEC 61010-1 general safety requirements.
Typical applications include inspecting materials, analysing samples and screening baggage. The cabinet contains the material being irradiated, attenuates radiation and prevents access to the beam during X-ray generation. Protection must account for both the direct beam and scattered radiation. An IP enclosure rating describes protection against ingress; it does not establish radiation shielding performance.
Start by identifying the equipment boundary
This standard covers cabinet systems, including protected and partially protected equipment as defined in the publication. It excludes equipment intended to irradiate humans or animals. Systems relying on a separate shielded room, portable shielding or an intentionally emerging beam also fall outside this cabinet-system scope. Assessing an installed controller under control equipment safety requirements does not settle the safety of the complete inspection machine.
Shielding, electrical insulation and movement need separate evidence
Radiation containment: Doors, removable panels and material openings deserve particular attention. A cabinet may look intact while a joint or opening provides an unintended radiation path. Visual appearance cannot replace emission measurements performed under the applicable test conditions.
High voltage: The X-ray assembly introduces demanding cable and insulation requirements. Insulation resistance measurement and electric strength testing examine different characteristics. A satisfactory result from one test does not prove that the entire high-voltage assembly is safe.
Conveyor hazards: A belt can expose people to trapping or access hazards alongside the radiation risks. When integrating equipment into machinery, IEC 60204-1 and emergency stop design are relevant subjects to review. A stationary conveyor does not, by itself, mean that X-ray generation has stopped.
An interlock is a safety function, not just a door indication
A screen message saying “door closed” is information. A safety interlock must prevent the hazardous operation when its safety conditions are no longer satisfied. The guard interlocking device, logic and final control action need to be considered together, including their behaviour when faults occur.
The 2019 edition revised interlock requirements with functional safety standards in view. ISO 13849-1 and IEC 62061 provide useful background to that subject. Choosing a functional safety PLC is only part of the assessment: wiring, output behaviour and validation still matter. The applicable product-standard provisions must inform the required safety performance.
What the second edition brought into focus
The 2019 second edition replaced the 2012 publication. Its revisions clarified the voltage scope and added or developed requirements for high-voltage cables, insulation, assembly markings and beam-limiting device temperatures. It also clarified equipment classifications and test methods, addressed foreseeable misuse and made risk assessment mandatory for particular aspects.
Useful questions for a supplier or equipment assessment
Ask which model, options and configuration the supporting report actually covers. Radiation measurements, electrical tests, interlock evidence and operating instructions should describe the same equipment. Risk assessment and EMC requirements address different aspects of performance; functional safety EMC immunity may need separate consideration where applicable. An available test report template is a reporting tool, not evidence that a particular machine has passed.
