IEC 60255 Protection Functions and Standard Parts

Find the right IEC document for the protection function
A statement such as “complies with IEC 60255” needs context. The IEC 60255 series covers common equipment requirements, functional performance, electromagnetic compatibility and product safety in separate documents. When comparing protection relays, ask which function was assessed, against which part and edition, and what evidence supports the claim.
A practical index to the functional standards
The ANSI/IEEE device numbers below are familiar function identifiers, not IEC document numbers. Device 21 identifies distance protection; its functional standard is IEC 60255-121. Additional letters and vendor labels need to be checked against the relay manual.
| Protection function | Common device number | IEC document and main focus |
|---|---|---|
| Distance | 21 | IEC 60255-121:2014: measurement characteristics, directionality, phase selection and operating time. |
| Undervoltage / overvoltage | 27 / 59 | IEC 60255-127:2010: voltage measurement, function behaviour and time delay. |
| Thermal protection | 49 | IEC 60255-149:2013: minimum functional and performance requirements for thermal electrical relays. |
| Overcurrent / undercurrent | 50, 51 / 37 | IEC 60255-151:2009: current measurement, timing characteristics and steady-state / dynamic performance. |
| Frequency and rate of change of frequency | 81, with additional vendor designations | IEC 60255-181:2019: evaluation of frequency protection functions. |
| Motor, generator and transformer differential | 87, with application suffixes | IEC 60255-187-1:2021: restrained and unrestrained differential protection. Its scope does not automatically extend to line or busbar differential protection. |
One relay can need several functional assessments
Consider a transformer relay with differential protection as the main scheme and overcurrent protection as backup. The 87 and 50/51 elements need different performance evidence, even when they run in the same device. A motor relay adds another distinction: a thermal model represents heating and cooling, whereas a current threshold element responds to the measured current crossing its setting.
For a transmission line, distance protection uses voltage and current to assess apparent impedance. Voltage protection checks voltage level, while frequency and ROCOF protection checks frequency or its rate of change. Shared measurement inputs do not make these functions interchangeable or allow one test report to cover every element.
Equipment requirements sit alongside function requirements
IEC 60255-1:2022 provides common requirements for measuring relays and protection equipment. IEC 60255-26:2023 addresses EMC emissions and immunity, and IEC 60255-27:2023 addresses product safety. A successful EMC test alone does not establish an overcurrent element's timing accuracy. A safety assessment does not establish coordination with neighbouring protection.
The mechanical documents cover different stresses: IEC 60255-21-1 for vibration, IEC 60255-21-2 for shock and bump and IEC 60255-21-3 for seismic testing. Match the declared test class and mounting conditions to the installation rather than treating “mechanically tested” as a complete specification.
Disturbance files, digital interfaces and PMUs have different jobs
IEC 60255-24:2013 defines the COMTRADE data format. Disturbance records let engineers examine waveforms and status channels in compatible analysis tools. The format does not itself define a trip algorithm or a communications protocol.
IEC TS 60255-216-1:2025 addresses protection functions that use digital communications for inputs and outputs. Sampled values, GOOSE messages and time synchronisation are important parts of that scope. The TS designation means Technical Specification. A brochure's “IEC 61850 supported” statement alone does not demonstrate that all relevant functional interoperability tests have been completed.
IEC/IEEE 60255-118-1:2018 concerns synchrophasor and PMU measurements, including frequency and ROCOF. That overlap in measured quantities does not make it a substitute for IEC 60255-181: measurement assessment and protection-function assessment answer different questions.
Turn a compliance claim into useful evidence
Identify the assessed configuration. Look for the part and edition, relay model, hardware revision, firmware version, tested function and report scope. “Tested to IEC 60255” leaves too much unspecified. Publication age alone is also a poor guide: check the document's status, corrections and the edition required by the project.
Keep settings tied to the system study. IDMT curves and definite-time characteristics describe timing behaviour; the appropriate pickup and delay depend on the network and coordination study. Check the measurement chain. The current transformer ratio and accuracy class matter, and CT saturation can distort the signal reaching the relay. Verified relay performance cannot compensate for an unsuitable instrument transformer.
